Interesting! Did not see this campaign anywhere but online (through I guess it must have had a print run somewhere). Sure, it's quite interesting and creative, with the arrow bridging the metaphoric gap between countries (supposedly, the demographic is correct - Filipinos in Lebanon do send money back home, etc...).
Without discrediting their smart visual trick (which manages to convey a lot), I also thought of the arrow inside the logo of Fedex:
